Countdown
How these numbers are made
Local Law 152 (gas piping)
The 2026 count is every building on DOB's official LL152 properties file in Community Districts 4, 6, 8, 9 and 16 (Sub-cycle C, due 12/31/2026). DOB does not publish LL152 certifications as open data, so this count includes buildings that may already have filed. "Open failure-to-file" counts buildings with an active DOB violation for missing a previous certification. Most of these are from Cycle 1 (2021–23 deadlines) and may be stale: violations can stay open after a building files. The paid file labels each violation's cycle.
Local Law 11 / FISP (facades)
Based on DOB's FISP filings dataset (xubg-57si). Sub-cycle is set by the last digit of the tax block (4, 5, 6, 9 = 10A). "Not filed" means no Cycle 10 report appears in the open data for a building that had a Cycle 9 record. UNSAFE is the building's most recent filed status.
Local Law 97 (emissions)
An estimate, not a DOB determination. It uses calendar-year 2024 LL84 benchmarking, the 2024–2029 limits and emissions coefficients in 1 RCNY §103-14, and the $268/tCO2e penalty, for properties on DOB's Covered Buildings List with pathway CP0 or CP1. The 2030 count applies the 2030–2034 limits and coefficients from the same rule to the same CY2024 energy data. Properties with implausible energy data are excluded.
